Mangaliso Patrick Mkhatshwa, a Catholic priest, was restricted to Pretoria under the Internal Security Act. Mkhatshwa was detained from August to December 1976, when he was the secretary of South African Bishops Conference, as well as the newly appointed secretary of the Black Peoples Convention (BPC) Department of Urban and Rural Development. Upon being unbanned, Mkhatshwa was placed under house arrest, from 6pm to 6am, at his Mabopane East, Pretoria home. He was detained under the same act from October 1977 to March 1978. In September 1978, he was granted permission to attend a conference in Lesotho of inter-territorial meeting of Bishops in Southern Africa, of which he was General Secretary.
