The participants at the multi-party forum negotiations agreed on both new structures of the police and defence forces. They agreed that the old South African Police would be substituted by the new South African Police Services (SAPS), which would be established and regulated by parliament. The South African Defence Force (SADF) would also be phased out and replaced by the National Defence Force, which would comprise the old SADF, defence forces from Transkei, Bophuthatswana, Venda and Ciskei (TBVC states), and members of the military wings of the African National Congress (ANC), Pan African Congress (PAC) and Azanian People Organisation (AZAPO). In recent years, police have come under huge criticism because of the way they treat events as they unfold. The recent police brutality has claimed the lives of 34 miners in Marikana, North West, Andries Tatane, Mido Macia and many others.
