Statement of the National Executive Committee of the African National Congress, reporting back on a meeting held in Lusaka, Zambia, in February 1990 regarding F W de Klerk's speech of 2nd February 1990. Welcomes the suspension of the death penalty, but concludes that the current government has not yet created a climate conducive to negotiations. Calls for the release of all political prisoners. Encourages the return of exiles. Welcomes the unbanning of the South African Communist Party. Rejects the proposal to suspend the armed struggle. Rejects the proposal for the lifting sanctions.
