Open letter to State President De Klerk and his cabinet from the National Executive Committee of the ANC regarding violence in the country. Calls for the government to outlaw the carrying of weapons, the dismissal of Adriaan Vlok and Magnus Malan, public dismantling of counter-insurgency units, suspension of police officers involved in the Sebokeng massacres, phasing out of hostels and labour compounds and the establishment of an Independent Commission of Inquiry to investigate misconduct by the police. Includes list of significant incidents of police inaction.
